His first two days will be filled with meetings and a private open house for officers. Then he and Mayor R.T. Rybak will attend a leadership forum in Boston presented by a national coalition that organizes partnerships between clergy and law enforcement officials to help inner-city youths. McManus has spent the last month studying his new department through reports on the budget, crime trends and the precincts. He said he suggest priorities to the team, but commented on policy concerns he wanted addressed.

On the matter of undercover risks, already set up a new process for reviewing shooting incidents between plainclothes and uniformed officers, a reaction to two cases in the last year. Last February, Minneapolis officer Duy Ngo was working undercover for the Minnesota Gang Strike Force when he was shot at least six times by officer Charles Storlie. The case remains under investigation and Ngo has sued the department. In October, a uniformed officer shot at but missed two plainclothes officers who had caught a suspect with a gun at Nicollet Mall and S. 4th acting Deputy Chief Tim Dolan said.

The officer who fired has been cleared of any criminal or policy violations, but the department will look for policy failures or training needs, he said. all interested in what is safest for the officers and the McManus said. the same principle McManus considered when he banned police pursuits in Dayton unless officers had probable cause to believe someone in the vehicle had committed a violent felony or was wanted on a warrant for one. Michael Stebleton believes a policy change in Minneapolis is overdue. More than three years ago, his 28-year-old sister, Jenni, was killed in a crash that followed a police chase of a man who had fled officers as they waited at a stoplight.

Stebleton recalls police saying that the driver was engaged in suspicious behavior and that officers later learned he had a warrant for his arrest. has been a number of cases since her death where similar decisions were made that I personally questioned. frustrating when innocent people are placed in Stebleton said. support the chief if he makes the changes. I realize police need to do their job, but it seems pointless at times for smaller McManus also sent the transition team copies of the Miami Police new policy on using force, which calls for every officer to have a Taser gun and stresses that they use the minimum amount of force.

The policy requires officers to maintain control or to intervene if another officer is clearly using excessive force. Failing to do so may result in both criminal and civil liability, it said. McManus said he has been pleased with the work of the transition team, knowing that it still answers to Olson and has found time to do the things he has requested. Fifth Precinct Inspector Don Harris is eager to hear whether McManus has a 90-day plan for the department. He and Jonathan Palmer, executive director of the Jordan Area Community Council, like the idea of Tasers for all officers and a policy requiring officers to take responsibility for their partners.

One of the first memos McManus had the command staff relay to officers encouraged treating all citizens with respect, Harris said. will be significantly changed early on, but he be tipping the agency upside Harris said. he sits people down and clearly defines where going, people will gravitate toward that direction. If not, people will get David Chanen is at McMANUS fromB1 sending team lots of information Here comes the chief Bill McManus will be sworn in as Minneapolis police chief during a ceremony starting at noon Tuesday in the Minneapolis City Hall rotunda at 350 S. 5th St.

Mayor R.T. Rybak and City Council members are expected to speak. McManus, who was chief in Dayton, Ohio, will recognize several Minneapolis police officers for their efforts on the job. 18 at 1 PM, with visitation one hour prior to service at Crystal Lake Funeral Home, corner of Penn Dowling Aves Mpls. Interment at Crystal Lake Cemetery. CRYSTAL LAKE 612-521-3677 dignitymemorial.com Eric Pearson Eric, I hardly knew you as you were 1 of 14 cousins in the Pearson family. I am the eldest cousin at 33 at the time of your passing you were only 20 years old. My favorite memories of you are from my visits to Doug and Anna house where I saw you as a fairly young child, always smiling.

Grandma, Grandpa, and your father, Mark, were very proud of your progress in school and indicated that your future would be bright. As a Pearson, education is second only to work ethic, and you were well on your way to a college degree. Your future was unlimited. I will never forget the call that night from my mother that you had been shot. An optimist by nature, I was sure everything would be fine.

Nearly 10 hours later you died. My only thought was sadness for you, your parents, Mark Diane, Doug, AJ, your cousins, and the many close friends that you had in life. My lasting thought though was that I hardly knew you and immediately wish I had. On February 14th, 2003, arguably the worst Day in Pearson history, many family members gathered at Doug and AJ's home. Paul Magers from KARE 11 led the 5pm broadcast with your story.

I will never forget sitting next to AJ in the kitchen and the surreal feeling of seeing her and your father being interviewed earlier in the day. This tragedy was senseless and avoidable, but there was nothing anyone could do to change it. Your wake and funeral were full of family and friends. Many of your closest friends spoke eloquently, with the obvious emotion and pain as well. However, despite hearing so many great stories about you, seeing your casket at the graveyard brought back the grim reality of what had happened and that your promising young life was over.

All three involved in your slaying were caught within 9 days by the dedicated Minneapolis police force. For a lousy $249 two young men are doing 30 to life, and a young lady accomplice has at least 7 more years in jail. The families of the men stepped up they forced their sons to do the right thing and take long prison sentences, which spared the Pearson family the agony of a jury trial. Only three men could carry on the Pearson name and you were one of those. My brother and I now carry the torch.

I recently had a daughter, little Jasmine, and hope for a son in the coming years. If I am so lucky my name will be Timothy Eric Pearson. Each time that I hear the song by Coldplay, I immediately think of you and I reflect on your life and it inspires me chase even the most lofty of goals, like the U.S. hockey team did in 1980. Last night, the Grammy for best record was the aforementioned Eric, you are truly missed by all.

He lay flat, the truck rode over him, yet somehow he was unharmed. The second time, during the "Big One," the 21-year-old chose a shortcut back to base, driving a fully loaded gasoline supply truck up the Rhine Riverbank, with the Germans on the other side. Unbelievably, the Germans didn't notice. This last time, however, although he tried, it was too much for him. At age 80, after living for several years with Parkinson's Disease and its myriad challenges, Yos died peacefully in his sleep.

Jerry lived a Jewish life; he was a real mensch. In addition to the many community causes to which he gave, there were the other, private life-enhancing causes of which few knew. He relished golf almost as much as life, serving for many years as manager of the Bnai Brith Golf League. He was an incorrigible practical joker, darn good Monday night poker player, tomato gardener, pickle packer, with Vikings seasons tickets to die for that he mostly gave away--and he was unbiased when it came to sports--he'd bet on them all, and what time the sun would come up, as well. He loved his work as an optometrist of over 50 years.
