Her Star Tribune Staff Writer During World War II, Archie A. Campbell eager to fly that he quit college and enlisted Royal Canadian Air Force. When the United entered the war, he switched from flying fighters to piloting U.S. bombers. Campbell, a retired insurance agent with western Mutual Life Insurance, died Monday cer at his home in Minneapolis.

The renovation, expected to take about 18 months, could begin in June. The council, sitting as the Housing and Redevelopment Authority (HRA), unanimously agreed to issue $15 million in taxexempt revenue bonds to help CommonBond Communities of St. Paul accomplish its $30 million plan to refurbish Skyline Towers, 1247 St. Anthony Av. The balance of the money will be provided by private i investment and federal tax credits.

With housing at a premium in St. Paul, especially for low-income households, the Skyline's 800 residents have been concerned about the future affordability and livability of their homes, Council Member Jerry Blakey said. Most residents are African and Asian immigrants, 8 GOP legislators to block light-rail Eight Republican legislators representing suburban and rural districts on Wednesday joined a lawsuit to stop construction of the proposed Hiawatha Avenue lightrail line from downtown Minneapolis to the Mall of America. The lawsuit, lodged against Gov. Jesse Ventura, was initiated in December by Rep.

Phil Krinkie, R-Shoreview, who contends that the project failed to prove its value when its costs and benefits were analyzed by the Department of Transportation in October. Crime, courts with an average household income of about $10,000. Since it was built in 1971 as a federally subsidized housing project, the complex has endured arson, drug-dealing and disrepair. But community leaders, residents and managers have worked to improve conditions and provide support services for tenants. Under the financing plan approved Wednesday, the city will act as the conduit for the bonds but will incur no liability should the project default.

That risk is taken by the bondholders, who will be repaid with proceeds from the project, said project manager Tom Sanchez of St. Paul's Planning and Economic Development Department. Ramsey County supplied $5 million of the $15 million in bonding, with the financing coming from a state pool at the city's request. That's because St. Paul had no more than $10 million remaining from its annual $16 million state allocation of taxempt bonds, Sanchez said.

Minneapolis. Wally Miller, 97; developed artificial breeding of cattle By Lucy Y. Her Star Tribune Staff Writer Wally Miller was an innovative businessman who in the 1940s developed the artificial breeding of cattle, which improved beef worldwide. He "set a revolution for the time period, and it got to be a very big organization," said New Prague Mayor Jerry Flicek. "He got into the testing of cows and he just kept on improving it.

He did a good job." Miller, who was a Scott County extension agent, died Jan. 7 of heart failure in Florida, where he had lived since the mid-1970s. He was 97. He was a county agriculture agent in the early 1940s when he and some farmers formed the Minnesota Valley Breeders Association. It was one of the leaders in the growth of artificial insemination in the dairy industry.

People traveled from all over the world to Miller's farm near New Prague to learn about artificial insemination, Miller was a revolutionary, his son-in-law said. said his son-in-law, Joe Shuster of New Prague. Miller attended Crookston Agricultural High School and I then the University of Minnesota. In May 1997 the New Prague business named after him. 'Wally was a revolutionary," Shuster said.

"He always saw things a little differently. He just didn't care for the status quo. One thing you couldn't do was ignore Wally. He always changed things." Michael Miller of Marietta, said his father was a simple man who had a high sense of ethics. He said his father came from a "dirt-poor background and he clawed his way up, but he didn't claw his way up on the back of anybody.

He was the essence of being an American." Wally Miller's parents immigrated from Germany. He was born in St. Paul. He grew up on a farm, moved to Jordan in the late 1930s and then to New Prague in the early 1940s. Miller also was cofounder of Holy Trinity Lutheran Church and of a rural electrification association that later became Minnesota Valley Electric.

Rod Grams, was appointed a public defender Wednesday during his arraignment on a misdemeanor charge of possessing marijuana. Grams, 21, didn't enter a plea, which is considered the same as pleading not guilty. Grams was stopped in July in an overdue rental vehicle after his father called the Anoka County sheriff for help finding his son. Nine bags of marijuana were found on a teenage passenger, who was convicted later of a felony drug charge. A deputy found a 10th bag of marijuana under Grams' seat.

Neither Grams nor another teenage passenger were questioned initially. According to police documents, Grams said the bag under the seat belonged to him. Richard J. Fink, 30, of Minneapolis, turned down a plea bargain in November that included a 15-year sentence.

He was tried in Hennepin County District Court. Craig D. Kallevig, 41, of Minneapolis, a computer programmer, was shot in the neck June 2 in the 3500 block of 23rd Av. S. in the Corcoran neighborhood.

Kallevig and a friend had wanted Fink to give them crack cocaine, but they didn't have cash to pay for it. Fink, with his hand on a Bible, said in court Wednesday: "I didn't intentionally shoot. The gun Richard J. Fink went off accidentally." His attorney, Mark Bearss, sought a 15-year sentence. Judge Diana Eagon imposed the sentence recommended by state guidelines for second-degree intentional murder, 27 years and two months.

A southwestern Minnesota man who disappeared after going ice fishing was found dead under the ice on a lake along the Minnesota-South Dakota border. Wayne Norgaard, 64, of Tyler, was reported missing last Thursday after he went fishing on Big Stone Lake. An air search found no sign of him or his fish house.
