The board has asked the Minneapolis City Council for an additional $50,000, but that would only finance 40 to 50 more jobs, Merrill said, still leaving a huge chunk of unemployed city youths. "It's likely that there will be quite a few kids that will not find a job between now and the fall," said City Council President Sharon Sayles Belton. The overwhelming majority of those will be 14- and 15-year-olds, said Merrill and other city officials. While jobs in the private sector are readily available, fast-food franchises, amusement parks and stores tend to shy away from youths under 16, because of child labor laws.

In St. Paul, summer jobs are not plentiful, but there's not the drought that Minneapolis seems to be suffering this summer, said Tom Urbanski, program coordinator for the Center for Youth Employment and Training. The program found about 300 publicly subsidized jobs for 600 teens who applied this summer, said Urbanski, and has had success matching others with employers in the private sector. In many Twin Cities suburbs, teens have their pick of huge shopping malls and a glut of strip malls, and seasonal jobs at places such as Valleyfair and Canterbury Downs. But in the cities, where publicly subsidized summer programs suffered sharp cuts during the Reagan administration, options are not as abundant.

The 1,715 federally subsidized jobs offered five years ago through the Job Connection has shrunk to 425 this year, said Jan Hively, director of the Minneapolis Youth Trust. The Job Connection is a division of the Youth Trust, a private nonprofit community organization formed to prepare young people for jobs and adulthood. All of those factors add up to a Teen Teamworks program, already tremendously popular, that is now bursting at the seams. And people like Darrell McDowell are the ones who struggle because of its popularity. McDowell has been looking for a job for nearly a month now, without success.

McDowell has a minor assault conviction in his past, but says he knows he needs to stay out of trouble and fully intends to. But time and time again, he runs across the same group that led him into trouble. "I avoid them," he says, "but I see them almost every day." McDowell lives with his aunt, Nancy Harmon, and her son. The three of them live on her cashier's salary and on child support from an ex-husband. Darrell, says Harmon, is a good kid, who needs responsibility in his life.

"He wants to be proud of himself," she said. "And I think he will do all right. He just needs somebody to give him a chance." Hively said that she has sensed an increasing desperation from parents, who fear that idle time will generate problems. "Hanging out in neighborhoods where there are (drug) pushers makes it a lot more risky for parents to go to work and leave their kids at she said. Both Hively and Dick Mammen, executive, director of the Youth Coordinating Board, said they hope to see an increased commitment to teenagers in the next few years.

Both thought that the city's neighborhood revitalization program, designed to pump $400 million into the inner city over the next 20 years, could provide resources to improve opportunities for teens. "We can't ignore the more than 70,000 people under the age of 20 (in Minneapolis), and we need more than sewers and stoplights," Mammen said. "We've got increasing impoverishment and we've got people begging for opportunity. We need to address that because people will give up after a while." He said the plumes that were photographed would have looked like a tiny flash of light if seen by the naked eye in the Twin Cities area, and most people wouldn't have been able to tell what they were seeing. By chance, the physicists were working with a super-light-sensitive video camera the night of July 5, 1989, and decided to focus on the thunderstorm north of Duluth. "It's all conjecture about what effect this might have on an aircraft if it tried to fly through this type of said John Winckler, a university physicist and co-author of the report. Normal bolt lightning often travels around the skin of an airplane without causing damage.

But while pilots usually try to fly around thunderstorms rather than above them, to avoid turbulence, the possibility of plume lightning is added reason to exercise caution, Franz said. This type of lightning is more diffuse than normal bolt lightning, so it may be less risky, but too little is known to say for sure, he said. The plumes started at an altitude of about 8 miles (the level of the cloud's top) and extended 12 miles upward. This means the top of the tallest plume of lightning was 20 miles above the Earth far higher than any conventional airplane can fly. Conventional bolt lightning normally flashes between an area of a thundercloud that has a negative electrical charge to the positively charged ground, or from a negatively charged area of one cloud to the positively charged area of another.

The giantplume lightning starts at the positively charged top of a cloud and may be attracted ionosphere, a negatively 'charged layer of the atmosphere that starts about 55 miles above the Earth's surface, Franz said. The plumes of lightning that were photographed lasted about of a second. Ordinary bolt lightning typically lasts a shorter time but is so bright the eye keeps the image for a longer time, he said.
