Tribune Obituaries Ex-major league player Paul Otis dies at 100 Paul Otis, 100, of Duluth, who is believed to be the oldest living former major-league baseball player, died Saturday at the Chris Jensen Nursing Home in Duluth. Otis, who played for a month in 1912 with the New York Highlanders, which later became the New York Yankees, was the third former major leaguer to reach 100 years of age, according: to Jim Ogle of the New York Yankees Alumni Association. The others were Ralph Darwin Miller and John Francis Daley. William Montague, 98; was lawyer and regent William K. Montague, 98, a lawyer and a former University of Minnesota regent, died Sunday at the Benedietine Health Center in Duluth.

Montague, of Duluth, was born in Crookston, Minn. He became a lawyer by passing the Minnesota bar examination at age 23, even though he' never attended law school, said his daughter, Elizabeth Hamilton, of Lubbock, Texas. Montague was a lieutenant in the Army during World War I. After the war he moved to Virginia, to practice law. In 1928 he became an assistant state attorney general and later joined the law firm of Carmichael Bailey and Mitchell in Duluth.

He became a partner in the early 1950s. "He was just one of those self-made people, honest and full of integrity, a man of his word," said Hamilton. He was an expert on iron ore and helped fashion the 1964 taconite tax amendment to the state Constitution, which overhauled taconite tax rates.

Montague also was counsel for Erie Mining Co. and Reserve Mining Co. He retired in 1960. When his wife died in 1961 he moved to the Kitchi Gammi Club at the University of Minnesota-Duluth. He became active with the university, which led to his selection as a regent in 1963.

He served until 1969. An avid golfer, Montague wrote a book on the history of the sport titled, "Golf of Our Fathers." He also collected rare books, which he donated to the university library in Duluth. Besides his daughter, Montague is survived by a son, Robert, of Port Aransas, Texas. Services will be held at 9 a.m. today at the Benedictine Health Center in Duluth.

Opera conductor Rudolf Kruger, 74, who managed and conducted the Fort Worth Opera in Texas from 1955 to 1983, died Thursday while on vacation in Ixtapa, Mexico. He was recognized for his ability to nurture young talent. His early pupils included such singers as Beverly Sills and Placido Domingo. The Germanborn conductor graduated from the Vienna State Academy in 1938.

He fled Austria after the Nazi invasion, arriving in the United States in 1939. In addition to his duties in Fort Worth, he appeared as guest conductor with the Shreveport, Civic Opera, the Cincinnati Summer Opera, the New Orleans Opera and the Puerto Rico Opera. played in the minor leagues." Otis was born in Situate, and graduated from Williams College. In 1912 he became the credit manager at the Duluth Herald. Several years later he worked at the Manley McClennan Insurance Agency, now Marsh and McClennan, in Duluth.

He was vice president when he left the agency in 1958 to help start another insurance agency, Otis Magie Gustafson in Duluth. He retired in 1968. Edward Wishart, retired Minneapolis police officer Edward Wishart, 63, a retired Minneapolis police lieutenant who also worked as a chemical dependency counselor, died of cancer Saturday at St. Joseph's Hospital in St. Paul.

Wishart, of Roseville, was a 27-year veteran of the Minneapolis Police Department when he retired in 1976. He began his career patrolling downtown Minneapolis and then became the department's trainer of new officers. He later became an inspector in the Second Precinct in northeast Minneapolis and was promoted to lieutenant. In 1974 he worked part time as a chemical dependency counselor at Abbott Northwestern Hospital in Minneapolis. After he retired from the Police Department, Wishart worked full time at the hospital until he became the director of the chemical dependency unit at Baton Rouge General Hospital in Louisiana in 1984.

Two years later he started a chemical dependency unit at the Bedford Medical Center in Bedford, Ind. He also Funeral Notices And related classifications. Washburn-McReavy Swanson Chapel 529-9691 Loan program gets $3 million to keep helping 'working poor' A McKnight Foundation emergency loan program, which has thousands of so-called "working poor" people buy cars, pay rent and secure child care, received a commitment Monday for $3 million over the next three years.

The foundation also said it will: broaden the program to include married couples with children as well as single parents who have been eligible since the program began in 1984. "This program fills a critical gap in existing welfare and social support systems, which have very few sources of emergency funds for these said Michael O'Keefe, executive vice president of the foundation, Minnesota's largest. This year, the interest-free loans will have helped an estimated 4,400 parents "keep their jobs and self-esteem," he said. In addition to the foundation's commitment of $3 million, the program will get another $1 million in loanrepayments, the foundation said. About $800,000 is earmarked for costs of the five agencies that administer the program: Pillsbury United Neighborhood Services, Minneapolis; Putting It All Together, a program of Episcopal Community Services, St.

Paul; Community Emergency Assistance Program, Brooklyn Center; Community Action Council, Burnsville, and Ramsey Action Programs, Oakdale. Under the program, parents may borrow $500 $1,500 in order to meet emergencies that otherwise would force them to give up jobs or schooling.
