Musgrave, 67, has been a pencil collector for 37 years, and in that time, he's' gathered about 40,000 pencils. The $20-million, 1.4-million-square-foot center will occupy 115 acres. Completion is scheduled for 1976. The Senate is seeking to solve its space problem with an $85-million extension to the Dirksen Building that will contain modern offices for 50 senators, a 32-foot-hih gymnasium with a tennis court and a two-story "multimedia" public hearing room with built-in television lights and a bank of glass booths for broadcast anchormen.

Each senator's private quarters will have an 18-foot ceiling. For Senate staff employees, the working space ceilings will be about 10-feet high. The Dirksen Building was completed 17 years ago at a cost of $21 million. Since then, the Senate work force has doubled to more than 5,200. Almost all office space on the Senate side of Capitol Hill has been taken over the Plaza Hotel in 1970, the Immigration and Naturalization Building in 1974 and nearby townhouses this year.

TO EASE the pressure prior to completion of the new extension, the Senate has authorized an $860,000 experimental program in interior space usage. The offices of five senators and two committees will be analyzed by behavioral scientists and office furniture and equipment designers. New work stations are to be built into existing offices. Sen. Mark Hatfield, has completed a simiar modernization of his offices and its apparent success has made it a prototype for the experimental program.

The extension plan previously included an interior first-floor hallway running from the new structure through the present Dirksen Building and out a new exit to 1st St. THIS YEAR, the Appropriations Committee halted that phase. The proposed hallway would have taken up space that now is used by the Appropriations Committee. The members want to see what new committee space will be available before permitting the plan to go ahead.
