Pleasant S. 866-5038 MALONE Fremont at Lowry 522-3622 MORRIS NILSEN 6527 Portland 869-3226 WHITE 2730 Hennepin Av 872-7244 By Pat Prince Staff Writer At 1:44 p.m. Monday, the unthinkable happened. "Oh, no, you're kidding!" wailed Nancy Grell, the Minneapolis City Hall building manager, when a reporter informed her of the bad news. "It never stops!" But it had.

The City Hall tower clock "Big Ben" to some had stopped, the victim of a failed main mechanical drive. "Oh dear, oh dear," Grell said. "Oh dear." Oh sure, some of the neon hands on the four faces of the clock occasionally burn out. (Each face is feet in diameter, a mere foot shy of those on London's Big Ben.) But a total work stoppage hasn't occurred since well, Grell has been there 20 years and can't remember when. Sometimes, she admitted, the 80- year-old timepiece isn't right on the money.

Once, she received a call from a postal worker who, following the clock's inaccurate 14-foot-long hands, punched out 15 minutes early and complained to her because his paycheck was docked for the infraction. But that was then. This time, although Grell promised to get a work crew "right on it," there could be problems finding parts for the ticker.
