Hearings will be held by the House next month. One proposal would reduce the deadline from 72 to 48 hours and cut the tickets sold from a complete sellout to 95 percent of capacity.

Rozelle said that since 1973, the clubs have lost 185.000 season tickets because of the blackouts.
