The ordinance would require license applicants to file a statement of intent that would also include architectural plans for the bar or liquor store to be opened and evidence of a lease. If the business were not opened in two years or if the city determined other provisions of the intent statement had been violated, the license could be revoked.

The ordinance, i ntro-duced by DFL Alderman Richard Miller, 3rd Ward, is designed to prevent persons from acquiring licenses with the intent of never using them, but only transferring them later to other parties at a profit. The ordinance would also allow more input from community groups on the effect a license transfer or issuance might have on their neighborhoods. New issuances are currently based in part on the practice of aldermanic courtesy, which allows the alderman of the applicant's ward to reject the license, even if minimal requirements are met. The full Council is expected to act on the ordinance Friday. April 1 with the Minnesota Human Rights Commission.

(AP) A young Rochester man hanged himself in the Olmsted County Jail today, shortly after he was arrested in connection with a $400 restaurant holdup.
