NFL commissioner Pete Rozelle, whose credibility the USFL has been to impugn, testified Tuesday that he had been offered the Job of USFL commissioner four years ago. Rozelle's disclosure came in his fourth day of testimony as. the first witness in the USFL's $1.32 billion antitrust suit against the older league, but it was his first day under questioning by the NFL's lead attorney, Frank Rothman. led Rozelle through a series of questions designed to rebut evidence entered during the 13 ft hours of grilling by Harvey Myerson, the USFL's chief attorney.

Rothman used one of Myerson's "smoking guns," a Harvard Business School presentation on "How to De- stroy the USFL," for two purposes. One was to quote statements from USFL officials questioning the league's direction, Including then- New Orleans Breakers coach Dick Coury. The other was to introduce a letter from NFL counsel Jay Moyer telling the NFL Management Council that the league office disavowed the Harvard Study. Rozelle also discussed the history of the NFL's TV contracts with CBS, ABC and NBC to try to prove that the existence of contracts with all three networks was a natural progression. Television is the key element in the trial the USFL, which has been unable to get a contract for Its switch to a fall schedule this year, Is seek- ing to have the NFL ordered off at least one of those networks.

But the only new information elicit ed was Rozelle's disclosure of the USFL's job offer, which he said took place In 1982, before the new league had played a game. "And how much money did they offer you?" asked Rothman, but before Rozelle could answer, Myerson ob- jected and U.S. District Judge Peter leisure sustained it, so Rozelle didn't answer. Asked during a recess for details, including who had made the offer, Rozelle said he couldn't answer now "because I'm a witness." The gist of Rozelle's testimony was that none of the NFL's TV negotiations was specifically aimed at tying up all three networks and all three contracts were nonexclusive.
