Memphis, where the Rev. Dr. Martin Luther King Jr. was killed April 4, 1968, dedicated a section of its freeway system to the slain civil rights leader Sunday to mark the third anniversary of his death. Dr.

King, when slain, was in Memphis to help back demands by 3,000 city sanitation workers, 98 percent of them black, for union representation. The sanitation workers paid tribute to Dr. King by marching from the Lor-r a i Motel, the spot where Dr. King was standing at the time he was shot. The City Council, after debating the matter each year since his death, approved naming the entire north-south freeway for Dr.

King by an 8-6 vote last Tuesday. The city's three black councilmen and one white councilman were the only city officials who appeared for the dedication. About 200 persons attended, a large majority of them black.
