NEWSMEN PERTURBED President Truman's executive order, however, designates not only installations and equipment as requiring protection, but also "all official military, naval or air force books, pamphlets, documents, reports, maps, charts, plans, designs, models, drawings, photographs, contracts or specifications" which may be marked "top secret," "secret," "confidential" or "restricted" at the direction of the President, the secretary of defense or the secretaries of the army, navy or air force. What perturbed reporters was the reference to "documents' and "reports." They wondered whether that meant they would be liable to criminal prosecution if they wrote a story digesting the contents of an army report that didn't involve national "security, but had been stamped "secret" or "restricted" by some over-zealous officer. When Mr.

Truman was asked about it, he said the order was an exact copy of a previous one issued March 22, 1940, and had been put out to conform to the new defense act. "Is there anything you can say to give us a definition of 'restricted so that army officers can know what it means?" was the next question. DOESVT VSE TERM' Mr. Truman said he didn't use the term, and reporters would have to talk to the fellows who did use it. "Every office boy I ever saw stamps these documents confidential and restricted," he was told.

The President said the reporter never saw one with his signature. He was then asked interpret the order. Glaring at the questioner, Mr. Truman said he wouldn't try to Interpret it and to open a two-day tour of the ninth congressional district.
