Chaney, artist, banker, civic leader.

Sponsored by the Minneapolis YMCA, the dinner was held in the downtown building where Chaney has attended meet ings, worked on committees and helped solve problems for 17 years the last six as president of the association. AUDIENCE AGREES To the tune of "MacNamara's Band," the audience good-natured ly filled the Y's large gymnasium with words about Chaney's many activities. "Oh, the Red Cross calls, the Chamber (of Commerce) shouts, The Urban league doth pray, The Council fof Social Agencies) yells for Chaney's help He's at it every day." Chaney, sitting under a painting he had made of the as seen from the office window of Hugh Arthur, vice president, The Dayton company, beamed, turned pink and looked at his wife to see how she was taking it. Mrs. John S.

Dalrymple, former president of the Council of Social Agencies and an active Red Cross worker, praised Chaney's work in the council, the Urban league and the Red Cross. 'She hinted mischievously at the white-haired Chaney's talents as 'an artist, a public speaker and as a ladies man." Stating that "he is probably the only person here who's surprised at the number of things he's done as mentioned here," she declared. FTrxVai, tfce legitimacy of the slot machine. The men are: Gov. Sam C. Ford, 64, who threatened to call a special session of the legislature on gambling. It's not clear what good this would have done since the legislature is what has caused most of the trouble.

Attorney General R. V. Bottom-ly, 63, who on Sept. 8 wrote Montana's 56 county attorneys, requesting them to investigate and seize all unlawful slot machines and prosecute the owners or padlock their premises. Sam Goza, head of the board of equalization, whose attempt to hold up Issuing slot machines for 28 "non-profit" clubs was ruled illegal by Bottomly.

THEY'RE 'NEIGHBORS' All three occupy offices In the state capitol which also houses such criosa as a stuffed lamb with one head and two bodies. Ford is a Republican who regards the proposed Missouri Val ley authority with horror as i "locls listlo supergoTernment and won't say what he'd auk the legislature to do IF he called It into session. He is willing for it to be under stood, however, that he would demand repeal of the laws per muting trade-check card games and punchboards, the exemption of private homes and fretemal and charitable Institutions from the anti-gambling law of 18'J3. He would probably want to limit "nonprofit" clubs, too. HE'S CALLED AN EXPERT An admirer of Ford's calls him and Burton K.

Wheeler "the only two top-hole politicians the state has produced in the last 20 years. Ford himself insists that he Is no politician, even a top-hole one, that the ao-nalled political leaders are against him and that 60 per cent of his trouble come because he won't listen to the bosses. Who is right, the casual visitor can't pretend to say, but Ford at any rate is not the effusive, glad-handed type of politician. He greets the stranger with close-mouthed restraint, deep suspicion and nervous alertness. Although Montana haa always had a certain amount of gambling, and probably always will, Ford says that until this year it haa always been conducted behind closed doors.

Except, of courae. In Butte. Even in Butte, he thinks, the people don't really want gambling. Bottomly's bete nolr is the Taft Hartley act and his attitude toward gambling is that, except for pleading with the county at torneys, his office has no power to act. BUDGET CUT The legislature, Bottomly Indi cates, refused him a single dime of $8,000 asked for enforcement and cut his budget $3,000 In the bargain.

(On the other hand, a leader In the anti-gambling drive says he found himself in an em barrassing position when the gov ernor asked that Bottomly be given the funds, and Bottomly showed extreme reluctance to ac cept them). Bottomly does insist that enforcing the law is the business of the agencies which make the regulations. In the case of slot machines, Bottomly says the job belongs to the equalization which can spend all of its license receipts on gathering evidence of law viola tion- Sam Goza is such an intemperate opponent of paper money that it's hard to get him to talk about slot machines at all. "That filthy stuff," he says, "think how many hands it has p4Med through. How do you know farther you've got a $5 or $100 bill in your pocket?" When he thinks of the compara tive prices of gold and silver, free silver Goza gets so mad he could spit.

Goza regards his chief task as that of distributing tax receipts. The fact that the legislature makes him dole out 24 different kinds of licenses he regards as considerable of an Imposition. To ask him to act as a policeman of the persons he's licensed, he regards as almost insulting. Nevertheless Goza and his board did attempt to refuse slot machine licenses to 28 "non-profit" clubs, until the attorney general ruled that granting the licenses was mandatory. DRAFTS INFORMATION FORM Apparently as an added deterrent to the clubs, Goza prepared a document for applicants to fill out that resembles nothing so much as a federal income tax form- It asks how much time officers devote to club business, who decides how the net profit is distributed, the qualifications for membership, Including associate and out-of-town members, whether fees are uniform and are recorded.

The form adds ominously that unless all questions are answered and the truth sworn to before a notary public, the 11 cense will be denied. Thus far there is no evidence that the form has deterred forma tion of any noneproflt clubs. Ford, Bottomly and Goza, the three state officials most intimately connected with anti-gam bling enforcement, seem to agree that there ought to be a crack down.
